Referring, Ordering, Prescribing and Attending (ROPA) Provider Enrollment Application Now Available

The Referring, Ordering, Prescribing and Attending (ROPA) online enrollment application is now available on the Florida Medicaid Web Portal on the Enrollment Application Wizard page. Providers may apply to enroll in order to comply with the federal enrollment requirement found in Title 42, Code of Federal Regulations, Section 455.410(b), requiring all ordering or referring physicians or other professionals providing services to Medicaid recipients to enroll as participating providers with the state Medicaid agency. 

The ROPA provider enrollment application is for physicians and other licensed practitioners who do not bill claims directly to fee-for-service Medicaid or Medicaid health plans, and whose only relationship with the Medicaid program is as a ROPA provider. A current, valid Florida Department of Health practitioner license is required to enroll as a ROPA provider. 

Although the Florida Medicaid Management Information System does not currently validate ROPA provider enrollment status on fee-for-service claims, these may be denied in the future if unenrolled ROPA providers are identified on submissions. Florida Medicaid will provide notice prior to denying claims.
